Build Fox Cities initiatives focus on removing barriers to housing development and expanding attainable housing options. We organize our work around three strategic priorities. Each reflects a key barrier in the housing system and a clear opportunity for progress.
Regulatory Environment
Housing development is often slowed by outdated or inconsistent regulations. We want to make it easier and more predictable to build housing across the region. To address this, our partners are working with municipal leaders across the Fox Cities to:
REVIEW ZONING AND LAND USE POLICIES
IDENTIFY OPPORTUNITIES TO STREAMLINE APPROVALS
SUPPORT LOCAL GOVERNMENTS WITH PRACTICAL RECOMMENDATIONS
We work with municipalities to identify opportunities in zone, land use and development processes to create a more predictable and efficient path to build housing.

Financing and Investment
Access to financing is one of the biggest barriers to building more attainable housing. Our goal is to unlock pathways to finance housing that meets community needs. To do that, our team is working on:
EXPLORING SHARED EQUITY MODELS, INCLUDING A COMMUNITY LAND TRUST MODEL
EVALUATING SOCIAL IMPACT INVESTMENT OPPORTUNITIES
IDENTIFYING FUNDING TOOLS TO SUPPORT DEVELOPMENT AT DIFFERENT PRICE POINTS
We explore tools that can unlock new opportunities, including shared equity models and impact investment, so that more housing projects can move forward.
